A lot of times the agent is not required by the company to submit the hard copy of the FSA-578 or the hard copy of your production records. Even if the hard copy of your production is submmitted to the company, you would still be rquired by RMA to prove your production with records such as settlement sheets, bin measurements, load logs, gin receipts, etc. These requests are made because the agent is allowed to take your word for what you produced each year but the goverment (RMA) can request that you prove your production ususally in loss situations. These are all things that your agent should go over with you and help you keep close track of.
