It would be important to get that down to navigable waters with a reasonable definition of navigable.

I'm assuming they are speaking of a 20 foot vegetative buffer.

I'm actually kind of surprised it's so narrow. Probably a plan to get it into practice and then come with all the literature that would say the buffer should be at least 100 feet.

If you pave over the waterway and put in a pipe and call it a sewer is a buffer needed then or can you freely put sewage, fertilizers and chemicals into them like any other population currently does?
