Electronic meter record in real time, so an hour is an hour.
THe old ones... mabey vary. I know my old Fords record at about 1400-1500.... so they still probably average out to a real hour unless you do an awful lot of ideling, then it would be less shown than reality... or if you run it at 2300 all day and night, then obviously it will be more than the actual clock hours.
