Is there some sort of privacy ruling that the dealer cannot give out the information to you to contact a previous owner about a vehicle they owned?

Short version. The missus wants to look at a car. I told her to ask the dealer for the previous owners name and number so we could call them and ask about the vehicle.

The first call the salesman gave the previous owners first names (husband and wife) and the city they were from. Claimed she didn't do the trade so didn't have any more info on them.

2nd phone call, my gal inquired again, this time met head on with the excuse that information cannot be given due to privacy laws.

Privacy law? What? Ok, I understand hippa regulations but I don't see how that spills into vehicle commerce.

I am under the impression we are getting told a whopper.

Obviously I have been wrong before. so, to clear the air, is there such a ruling or could this just possibly be an inhouse ordeal?
