The valve is linked to the lever on the housing by a slotted link that pushes against a spring, so it is possible, I think, but doubtful. Another thought, if the valve is sticking and not moving far enough to engage the clutch, then I don't believe the lock out piston will get any pressure oil to it to keep the lever engaged, therefore I don't think that the lever would stay engaged.
