We put too much training into a person to have him jump ship in one year. I want a stable workforce with experience.

To get accepted into RCMP training in Canada you take an IQ test and are turned down if your IQ is TOO HIGH. They were finding that people with a higher IQ tended to quit after a couple years because they got bored or wanted a different challenge. The RCMP had too much training and money tied up in them by then, so that's why the rule.

Your post reminded me of that.
