It takes time, and you need to wait until the grasshoppers are at least third instar in order for the disease epidemic to continue.
What you want is grasshoppers that get the disease and then take quite awhile to die so they spread it to others, that's why the first couple of instars don't work, they die quickly and don't spread the disease. If you used enough bait it would control the early instars but would be cost prohibitive. So you wait awhile and when the time is right you start the epidemic. As long as you hit things right, it tends to do a pretty good job but final results are more variable than a chemical insecticide.
A lot of our pest grasshoppers tend to be field edge egg layers, a product that looks really good for those locations is Dimilin, which inhibits molting of the grasshoppers. It lasts a long time so one can apply it around the start of emergence and it will last long enough to really do well taking them out. It's toxicity is really low but I wouldn't take a bath in it.
