NEMO | I don't believe it can get into the engine. Is the engine gearcase level low? There is a strainer filter in the bottom of the gearcase that the steering pump draws from. The pressure regulating valve in the engine gearcase could be sticking or getting a litte debris lodging between the valve and the seat. Your steering pump could be getting weak as well. Sticking pressure valve, blown manifold gasket or cooler relief valve (all in the manifold valve on top to the gearcase) could also cause this.
