Sorry I should have clarified that. The bolts are broken off inside of the block there may be 1 or 2 that are flush. I will have to check tomorrow.


One way to do this is to take a section of bolt of the same size with the head off. Drill in the exact center of the section of bolt using a drill press with a small size bit. Turn that section of bit into the hole to use it as a guide. Drill through it with the same size bit. You should then be able to drill it out with a larger bit, but not get off center or ding things up too much....and retap.
