Hopefully you have access to the broken bolts and they are flush or above the surface, if they are weld a washer to the broken bolt and then weld a nut to the washer, use plenty of heat to get good penetration, a wire welder works best, then cool the bolt as quickly as you can, the bolt should turn out now.
