I would second the lime approach but all lime is NOT the same. 

Since you have an immediate need, find the finest mesh/screen lime you can. 3 tons of 80 mesh lime will work wonders compared to 3 tons of 20 mesh lime.  The 20 mesh may take a couple years to kick in and make a significant difference in effective pH.

I would take 2/3 of your $50 and put it into 80 mesh lime and 1/3 of your $50 into whatever fertilizer blend is called for by the soil test. Banding the fertilizer relative to the plant row will give you more bang for the fertilizer buck, especially with P.

By the way I applaud your approach. Find some fine screen lime!
