Where you are in August.
Here 31°N any time after Labor Day when there is moisture. I have planted in late October with germination in November with good but nervous results.
Supposedly there is an advantage planting in a warm soil with the day length shortening.

Here Spring planting has not worked real well. Less hay the first year and the stand did not persist as well.

Spring planting obviosly works for some people so if you must then follow their advise.
