Either that or he has it hooked up wrong.

The oil for the spreader needs to come out of the reel circuit before it goes through the flow valve for the reel.

We've got a Vittetoe on a 1640 CIH with a 20 ft head, the Vittetoe will spread 25+ feet easily.
