We haven't had much luck with the peas here either.  Red and Crimson Clover have been our best legume option so far.  They have germinated pretty good and got some decent growth before winter when planted into small grain stubble.  Hairy vetch has been really good too, but, there have been some legitimate concerns about it becoming a problem particularly in small grain fields.  Martins idea of adding a small amount of a small grain is a good idea.  We've seen some real nice clover stands when mixed with buckwheat too.  Can't explain why, but, the clover seemed to germinate better, grow more and over winter better with the buckwheat mixed in.
