I agree with your "farm program" comments.

I sat through 3 different information sessions put on by FSA and one by the university. Out of all the sessions, I never heard any comments indicating that people understood it and judging from the questions, everyone was confused except the university speaker that had all the answers. Anyhow, I made the prediction to the extension agent that the intent may be to make the program so confusing that people give up and quit participating, and the next farm bill gets worse, and the next worse yet. Thus ultimately phasing out payment programs by claiming "lack of participation".

Is that likely, probably not. But in our county the CED told me that he only had 2-3 people who were looking at the program and they weren't looking too hard. If a farm is diverse (more than 2 or 3 crops) I don't know how they can afford to participate since it has to be a major disaster. Then compound that with options here for graze out wheat or haying crops that don't look so good.
