If your rope was still there but your receiver gone I'll betcha it fell out on the road. It would be just too easy to take both.
I finally figured out why there's a lock on my Ford pickup tailgate. It does no good to have one on a pickup without a cap. Folks in town with pickups were having their tailgates stolen for parts!
