Do not put weights on your duals. The steel wheels are not built for that. You should not turn that hub around either. If you feel you need more weight, add it to your inside wheel, and/or put fluid in your inside tires. Too much weight on that steel wheel could tear it to pieces over time. Too much stress while turning and twisting. You could also install the suitcase weights to the rear end.
