Every 10 series combine came with the 3 position throttle, there's a resistor built in to give you mid throttle. The two position is sending either 0 volts or 5 volts to the ECU. The solenoid on the outside of the injection pump is a shut off solenoid that blocks fuel flow, many have been eliminated because the ECU really controls the pump and shuts if off, it's described as a back up fuel shut-off to the ECU. When the engine is being started the fuel actuator solenoid inside the pump governor housing moves the rack to the starting fuel position based on fuel temperature and engine speed, starting fuel quantity is not affected by throttle position.
