Yup, the park pawl in the transmission will just rattle on the cogs until it slows down enough to drop in. BTDT.

Never knew that you couldn't put it in reverse from forward at that slow of speed, but I haven't done that for a few years.

As far as the parking brake (not the park pawl), I guess I would think that if 5 or 6 people could stop it with their hands, the parking brake should do it, but maybe not. I've used the parking brakes before to stop and it worked. One of those times I blew a steel brake line, due to rust, and got stopped with the parking brake, and drove 11 miles to get back home using it (slowly though, nothing over 30 mph, and little traffic).
My reply above was just my observations after seeing the video. I attribute it to the driver not responding properly, but that's just me.

And yes, it's a terrible situation for the girl and her family.

edit: As I go back and re-read it again, I think I am calling it the "parking brake" and you are calling it the "emergency brake". And I think you are referring to the park pawl in the transmission as the parking brake. We may be saying the same thing, with different language?
