I think a delivery valve is something that if you're not already comfortable getting that deep, then you don't want to try now.

The rack will stick where ever it was sitting. My experience, it's usually a plunger that's stuck in the barrel, that's the tight tolerance that's exposed to fuel that can gum up. The rest runs in engine oil that won't gum up like fuel. So the rack should be visible through some cover or something, and it should move when you move the throttle from full speed to off.
