It has already been stated.... the soil needs organic matter introduced to it. A living crop year around will fix in in the upcoming years. I have mended some pretty tough soils in the past 10 to 12 years. The only steel they have saw was the planter/ drill openers. Tillage burns up the OM like stirring a fire that's down to a simmer, then the soil returns to the bad state. I like to rip ground like that before I begin the healing process, so maybe before the corn rip? this fall cover crop? Not sure of your location, but I'm sure the locals can help with a cover blend if you're interested in that.
