Do you have the correct cutting tip for 5/8" steel? Do you have the torch set so you get a full blast of oxygen when push the lever on the cutting torch? Turn the oxygen valve on the torch input wide open, adjust flame with valve on cutting torch. I think I would set the oxygen pressure higher to 35 psi too.
My two cents worth.
