I have had the exact same problems as you; every year I've owned my 1560 (equipped with Unverferth rolling baskets, too.) Usually, I break one set in spring planting; the other set in the fall when planting wheat. I really don't know the answer to the problem. I've talked to the dealer ad infinitum, but they can't help me diagnose the problem. They, like you, think downpressure is too high; so I backed it off to less than 100 pounds this spring and have had not problems. I took the rolling baskets off this spring, so maybe that helps.
Do you use starter fertilizer, with a tank on the drill? I was reading on the Deere Web site yesterday that drill-mounted tanks (mine is 450 gallons) isn't recommended. Perhaps that's part of the problem in my case - combined with some rough terrain.
