It would pay to know how the existing foundation is structurally beforehand. Is it a thin slab built cheap or was it over built? Could always core the slab and put in piers if you were worried about strength.

On your existing bin, yes you could do that, but you might be better off just to seal the heck out of it and leave it alone. I'm thinking an epoxy sealer or something of that nature to keep the weather from eating away at it like its doing.
