Eventually they might have employee's shop for you.  Then you pay and get your items.  They'd lose all the impulse purchases and items would cost more but political pressure will probably be applied to encourage them to stay open in questionable neighborhoods. Those neighborhoods are increasing in size and numbers I suspect based on comments at sites such as reddit or imgur where business's are evil and they need to pay more or poor people should be able to steal.
