Generally small seeds don't like to be planted deep. Nature puts them on the surface and the birds thin them. When we pay for seeds we don't want to feed the birds so we cover them. One pass with a cultipacker, then spread the seed, then another pass with the cultipacker is supposed to be a relaible way to get them just buried and with good seed to soil contact. Brillion (and likely others) make such a seeder with two cultipackers and a seed spiller inbetween to do that in one pass.
