i don't farm where you do so i cannot say for certain but in my area of the world oats after soybeans is a waste of money. sometimes its debatable that oats work after corn silage, depends on the fall.

as for you residue problem, that is most peoples dream. the later you plant the rye the worst it will do in the spring. sounds like the opposite of what us farmers want to accomplish but not with rye for me. we don't get in a hurry to follow the combine and like to see it only about an inch tall be for hard frost. that will yield you a poorer stand that will not become what you call a big problem in the spring. if not using for grazing we find that cutting the rate dramatically over what the seed guy recommends helps also. people put them through the plane around here at lower rates and have decent stands.

maybe you have a bit bigger of a window to work with and oats will be best for you. i myself like to see a green field all winter.
