The more "vibrant" areas of town seems a decline in the standard of driving here...

One issue we do have, is that the authorities have been extremely reliant on speed enforcement. No matter what the problem, the answer is a lower speed limit and increased enforcement. It's not unknown to have speed limits reduced to improve air quality. There's a energy from waste incinerator near here that's had a few problems with emissions, this has been picked up on by the department of transport as a problem with the traffic, so the reduced the limit to combat the emissions from the energy from waste plant. The same has happened in Wales, they've reduced the limit on the M4 because of the emissions from Port Talbot steel works.
