I think bike riders need to be ready to take evasive action rather than just blissfully riding along thinking everyone else is watching out for them, especially at intersections. And they need to make themselves visible on the road by having more than just a dim light on the fender. I think at minimum they should be required to wear fluorescent safety vests like the construction crews wear. Same thing for people who want to walk/jog on the edge of the road. Give vehicle drivers a chance to see them in time to give them a safe space.
