Are you certain the meter cal for Raven is 1690? I would expect the flow meter would be an RFM 60P where the meter cal is like the NH3 rig, in other words something like 71 again. When you run a tank out how does the total volume compare to the expected volume. This is a crude test to determine if the flow meter cal is in the right ballpark.
