Why would anyone plant spring wheat. Do they like paying high fertilizer? Do they like like getting deductions because of scab/low/high protein? There is a reason it’s called poverty grass. Corn and beans promise much more profit potential.

By the time they’ve made up some new deductions to take after you’ve poured money into it on the hopes of getting a decent crop, you just about have to pay them to take it.
Yes, a slight exaggeration, but the point remains.
