Don't they make electric grid type of stuff that just goes under the tile? Not tubes like normal heated shop floors. Maybe they use to make it, but I thought there was a product out there. Unless that's what you mean.
The early resistance heat grid under the concrete gave problems when some loops went out. No way to repair short of tearing out the concrete. The rec promoted them. The company that made them went bankrupt leaving the users in the lurch. Maybe there are newer ones out there now, but I would rather go with pex. Then i can choose any fuel I want to heat the water.
