I do know there are some compatibility issues between different versions of MS Excel, when using conditional formatting.
I used Excel 2007.
.
Possibly, when you saved the file it saved into a non compatible version for the conditional formatting.
.
Sometimes google can help, sometimes not. But, it is worth a try.
