I spent a little over 10 years on the local county planning commission and most taxpayers hated being told what they could and couldn't do with what they owned. Drainage and setbacks rules that folks hated adhering to eliminated most situations like this.
As much as all of us really don't want more government it can sometimes save a bunch of pain.
