Penicillium type mold, possibly as a result of insect damage.. This seed maybe just got very unlucky and was planted right into a micro-pocket of mold living on old crop residue?
Never seen that on planted corn, is this a volunteer plant perhaps? This spring I've seen a lot of that blue/green mold on all the kernels/ears we dropped with how tough the harvest was.
