Actual a couple of first cases had been travel related to south Korea by employees at plant that had been back to see family. After return to work they had been sent home you can find the press release on line came a few days before first cases popped up. They where told to not come back for 14 days but it was already in the area at that point so yes spreading. It only got here by people traveling and those that had traveled, I agree many didn't take it seriously enough to stop going out and about. For most this doesn't last forever and doesn't need hospitalization. Most workers if get it will get better and back to work.
That first press release was corrected a day or two later. This is from an article today:
“ Rumors spread that the infection started in the Karen community, many of whom work at the meat-packing plant. Mayor Paul Aylward refuted that, saying only white people have tested positive.”
