Is there any automated program or way to track connection speed over a set time. DSL provider claims there is no issue here but it slows to a crawl from around 3:30 to midnight. 2AM is good speed again.

Would like to provide a log of speed test results during an extended  period as proof that their capacity is oversubscribed during peak hours. 

Only way to do currently is to run speed test and screen shot it all.

Would be nice to have a log of speed test results every 30 or 60 minutes for say a week as proof of way less delivered speed vs what is being paid for.

Try going to this site Testmynet.  You can set that up to run a custom test per your specifications and log the results over time.  I have used it relentlessly here diagnosing issue after issue.  My hunch is you guys are running into the bottleneck of the equipment at the antenna.   At least here, if you are using a wireless signal, it works like cable does.  There is a cap on the max amount of data that their hardware will send.  If there are 10 people on the tower, it will be fast.  Wait til later in the day during max usage time, and you get speeds so slow, it makes dial up look good.  In our case, it was directly related to the school schedule, and like you said, after 2am til 6 am, pretty good.
