The electric coop sets their poles in crushed rock when building new lines, not sure on storm replaced poles. They have poles that were put in in the 50's when REA came here and there are quite a few of those poles still standing. About every 7 years or so, they come around and check the poles, dig down 16" and put or replace a tarpaper/preservative wrap around the pole and cover back up with dirt.
