Because of the water moment, just like an aeration fountain on a pond to help keep it from freezing. The individual water ions that are moving create their own heat from the friction of rubbing fast each other, requires a colder temp for water to freeze.

Thats how an ice cream freezer works in a way, also because of salt, the stirring of the ice cream keeps it from freezing, it requires a lower freezing temperature which makes it freeze harder.
