That is not true.

The issue you are describing is something that can happen, but it is not because they are "built that way". That is a symptom of a misalignment or misadjustment of the planter, and it is a perfectly solvable issue.

The first thing to check is what holes the center wheel hub bolts are in on the frame. They should be in the second hole from the top. The next thing to check is the alignment of the post pads. If the center frame is not level, plumb, and properly aligned to the post and to the lower frame, it can cause this problem.
