It contains all the info, including what is in it, and what to do in the event that there is an emergency. Bnsf has one covered hopper full of sand on each end of an oil train. The FRA has signed off on this, as any other train must have 5 cover cars . That's interesting .. . .Here, there's a "bumper" car on each end - not hopper of sand . . . . .. Bumper car is general freight car, sometimes the side door is open, empty.
