What your perhaps missing Gary, is that currently 78% of the usa total gdp business segments actually pay NO net tax at all.
The largest busness segment ( also the largest volume of traded products in the usa ) that actually pays no tax happens to be the "financial instruments" business.
That's due of course to more and more printing of govt debt.
The afore alone is well over 40% of the counted usa gdp ( and not only all non taxed but also govt subsidized to boot ).
