I'd want a screen that could somehow be cleaned out in the creek. Or an open intake pipe going inland to where a drop screen could be installed. Just someway to clean it without a snorkel. I don't think it is if it will get plugged up, just when.

Pretty similar to a setup I'm currently planning. 18" pipe going into the canal, with just a coarse screen surrounding it. Then into a 6'x4'x6' concrete box with two 4' drop screens sitting in grooves in the concrete. I'll have a centrifugal on the clean side, but it would be simple to set a turbine on a plate as well.
