I don't understand the rationale behind selecting optional unit crop insurance?

I just had this conversation with my brother. He is concerned that if our crops get hit by hail, will we still be protected by the multi-peril revenue coverage? I know that enterprise coverage won't pay out if the we average our APH, just wondering if the insurance has a loophole that allows the insurance companies to get out of paying if the calamity was severe enough and was one that had a separate optional coverage available. Hail can hit in this area, but seems to be more likely in certain areas than others. The cost seems high in comparison to multi-peril, especially with enterprise units.
