This is coming from a welder no better than you, but I do have my moments.... I'd certainly take the advice on grinding it out and and slowing down with less current. Sometimes you have to just make lots of small passes, grind it smooth then lay down more weld until the gap is filled.

However, it's a houle and seems like it's best to reinforce like it's holding up the golden gate bridge. Your welds don't have to be nearly as pretty if you get some significant bracing stuck in place. I ended up welding a whole piece of 1/2' plate across the axle frame after numerous infield attempts to weld what was there back together. What injector are you using - disks or knives? If it's shanks you might get it patched for now and then consider a more complete reinforcement for the bar - start at the pivot and work back to the tool bar. A lot of times you can look at the newer tanks and see where houle reinforced things on later models.
