| I'd get a soil sample of both pieces of ground to figure out what is the difference. I understand that dirt in general is going to have some differences and no matter what the case you can't add to poor dirt to make it great dirt but you can at least see what some differences are.
Sulfer is one thing I'm big on
Cover-crops might work, might not, but if you did take silage off or had an early harvest I would utilize them. Its not a huge expense and if they don't work, don't do it again.
I don't know your area but in the Dakota's wintering cows on the corn-stalks always helps out.
I'm a big fan of tiling, It might not make the ground better for every acre but in problem spots it will really improve it. But if its not an option I understand.
