If it really needs tile, yes tile can raise yields a lot.

Most of the ground we farm has adequate tile.    The ground thats left that has water issues is on the opposite end of the spectrum.  

Drainage is cheap, fast and easy compared to putting water on.

Either way, making long term investments on rented ground with an uncertain time frame is a difficult thing to do.
