Sadly, I don't think you can do that... Not 100% sure, but I don't think you can stop water with a dike and cause water to back up onto neighboring land... Otherwise I could have a real nice lake on a farm but it would flood the neighbors whole field...

To the original poster... Tell your neighbor that he can run his tile through your land on a separate line... With big enough tile that won't cause problems... And that you want it smoothed down by a certain date so it's ready by spring
