If it's rough and needs leveling then now is the time to do that. Would be good to spray out the perenial weeds if there are some as well. After you have a plan for managing the soil leveling issue I would suggest that you plant several species of cover crops. Sunn hemp, radishes, sorghum sudan grass, will all winter kill and it'd be a breeze to plant into next spring. There are many other species of covers to choose from depending on your objectives.
