Okay, I copied and pasted that from the JD site. 



To the OP:

From what row does a 1770 have attached the vacuum sensor line? If it is as a 1760, it is on the left side(row 4). Does the 1770 have its' sensor tube on the left side of the planter? If so and you were running steady/proper vacuum, then I believe you can eliminate the possibility of improper vacuum. 
 
On a 1760 with its' single transmission, I am able to visually observe both(L & R) stub drive shafts turning. If this is possible with a 1770, what was your observation?
Were both shafts turning smoothly?
